The world is at the brink of a third nuclear age, the head of the United Kingdom\u2019s armed forces warned. <\/p>\n
\u201cThe world has changed,\u201d Admiral Sir Tony Radakin said in a lecture on Wednesday at the UK\u2019s Royal United Services Institute. \u201cGlobal power is shifting, and a third nuclear age is upon us.\u201d <\/p>\n
This age, he warned, is \u201caltogether more complex\u201d than those that came before it. The first of these ages was the Cold War, Radakin said, while the second was defined by disarmament efforts. <\/p>\n
This third nuclear age, which, according to Radakin, the world is \u201cat the dawn of,\u201d is \u201cdefined by multiple and concurrent dilemmas, proliferating nuclear and disruptive technologies, and the almost total absence of the security architectures that went before.\u201d <\/p>\n
Russia\u2019s war in Ukraine and multiple conflicts in the Middle East have upended global stability, he suggested. <\/p>\n
The deployment of North Korean troops on Russia\u2019s border with Ukraine was the year\u2019s \u201cmost extraordinary development,\u201d he said, as well as Moscow\u2019s use of Iranian-supplied drones and its threats to arm Yemen\u2019s Houthi rebels in retaliation to the West\u2019s support of Ukraine. <\/p>\n
In November, Russia updated its nuclear doctrine, two days after US President Joe Biden granted Ukraine permission to strike targets deep inside Russia with American-made weapons. <\/p>\n
Despite this, Radakin believes that there is only a \u201cremote chance\u201d that Russia will attack or invade NATO, as it knows that the \u201cresponse would be overwhelming, whether conventional or nuclear.\u201d <\/p>\n
\u201cThe strategy of deterrence by NATO works and is working,\u201d the armed forces chief said. \u201cBut it has to be kept strong and strengthened against a more dangerous Russia.\u201d <\/p>\n
Global unease is dividing the world into three groups, Radakin said. In one group is authoritarian states \u201cseeking to challenge the global rules,\u201d including Russia, China, North Korea and Iran. <\/p>\n
In the second are \u201cresponsible nations,\u201d mostly including democracies, but also Gulf monarchies and others who are \u201ccommitted to partnership and to the maintenance of stability and security in the world,\u201d he continued. <\/p>\n
The third group is made up of countries \u201chedging and ducking between the two for maximum advantage,\u201d Radakin said. <\/p>\n
NATO countries must maintain an advantage over their adversaries in order to defeat them, he added. <\/p>\n
In October, an Israeli strike on Iran destroyed Tehran\u2019s ability to produce ballistic missiles for a year, and \u201ctook down nearly the entirety of Iran\u2019s air defense system,\u201d he said. <\/p>\n
\u201cIn this sense, Russia is showing us how not to fight. And Israel, in its response to Iran, has shown us the disproportionate advantage of modern ways of fighting,\u201d Radakin said. <\/p>\n<\/p>\n
